How Oxford Police Department Significantly Reduced Crime with ECAM
About Oxford Police Department
Located in Oxford, Alabama, the Oxford Police Department serves a growing community with limited law enforcement resources. Like many agencies nationwide, Oxford faced the challenge of combating rising crime rates with constrained budgets and staffing. To enhance public safety and operational efficiency, the department sought a technology-driven solution that could expand its reach without increasing personnel costs.
The Challenge for Oxford Police Department
Oxford’s key commercial and retail areas were experiencing a surge in vehicle break-ins, theft, and vandalism, particularly during the busy holiday season.
Limited staffing made it difficult to maintain consistent coverage, and traditional patrol methods were unable to keep up with emerging hotspots.
The department needed a cost-effective, flexible security solution that could provide real-time surveillance, deter criminal activity, and build community confidence, all while reducing reliance on overtime and additional officer deployment.
How ECAM Helped the Oxford Police Department
In partnership with ECAM, the Oxford Police Department deployed Mobile Surveillance Units (MSUs) equipped with advanced PTZ cameras, solar power systems, and flashing blue lights to create an active, visible law enforcement presence in high-crime zones.
Key actions included:
- Initial Deployment for Holiday Coverage: Oxford installed two ECAM MSUs in its busiest retail areas to monitor activity and deter vehicle break-ins.
- Immediate Results: During the next holiday season, reported break-ins dropped from 52 incidents to zero.
- Program Expansion: Encouraged by these results, Oxford expanded its fleet to include additional MSUs across key city locations. By the next year, targeted areas again recorded zero criminal incidents.
- Regional Collaboration: Oxford launched the East Metro Area Crime Center (EMACC), a real-time crime hub integrating 32 local, state, and federal law enforcement agencies. The MSUs became critical assets in this network, feeding live video to the central command center for rapid analysis and coordinated response.
We had 0 crimes where 52 had occurred the year before. Seeing a law enforcement presence kept these crimes from happening.

The ECAM Difference
Through ECAM’s Mobile Surveillance Units and integrated monitoring capabilities, Oxford Police Department achieved significant reductions in crime while improving efficiency and community trust.
Key results included:
- Double-digit crime reduction year over year across multiple sites
- 24/7 coverage without overtime or added personnel
- Expanded regional intelligence sharing through the EMACC
- Improved public confidence due to visible, technology-backed law enforcement presence
- Increased adaptability: Units could be redeployed to crime hotspots or event locations as needed
Oxford PD’s success has become a model for modern policing, showing how integrating ECAM’s remote surveillance technology enables law enforcement agencies to fight more crime with fewer resources, enhance interagency collaboration, and reinforce community safety.
With the MSUs, we get 24/7 coverage, rain or shine, without overtime. The technology has proven itself with double-digit crime decreases over the last two years.
