Security on construction sites is often treated as a line item.

A cost to be managed, reduced, or deferred until it becomes absolutely necessary. Fencing is installed, signage is posted, and additional measures are typically introduced only after an incident occurs.

But construction environments do not behave like fixed facilities.

They are temporary, constantly evolving, and frequently exposed. Materials arrive in waves, equipment is left on site overnight, and access points shift as the project progresses. In this context, the real question is not simply what security costs.
