About Southern California Edison

Southern California Edison (SCE) is one of the nation’s largest electric utilities, delivering power to millions of customers across Southern California for more than 125 years. The company operates numerous facilities that support critical power infrastructure across the region. When recurring thefts and break-ins at one of its electrical substations began creating both financial and safety risks, SCE turned to ECAM for a more effective and proactive security solution.

The Challenge for Southern California Edison

SCE faced a series of dangerous and costly security breaches.

Criminals were repeatedly cutting holes in the perimeter fence of one of SCE’s facilities to steal copper grounding wire from electrical transformers. 

Each theft created significant hazards: transformers were left ungrounded, risking electrical surges, potential fires, or power outages that could affect large sections of the grid. Beyond safety concerns, SCE also faced mounting costs from repairs, replacement materials, and traditional guard services that proved ineffective at deterring intrusions. 

Initial attempts to address the problem, such as installing a closed-circuit CCTV system and hiring onsite patrol guards, were unsuccessful. The cameras were passive and reactive, only providing footage after incidents occurred, while criminals learned to exploit patrol gaps in guard schedules to access the site undetected. Security at multifamily residential communities is always a priority, but for the managers at Core, the need was accentuated by the surrounding community’s significant homelessness issues as well.  

Of cities in Orange County, California- a county with an overarching homelessness issue- Anaheim has the highest homeless population.   

Additionally, the Los Angeles-Long Beach-Anaheim metro area experiences an alarmingly high auto theft rate, making residents and property management alike acutely aware of issues in Core’s multi-level parking garage. 

 With these higher-than-average concerns factoring into security needs, it was imperative that a security solution for Core be able to deter and disperse criminal and other unwanted activity around the property, but particularly in and around the parking facilities. 

How ECAM Helped Southern California Edison

ECAM implemented a proactive, technology-driven security strategy that replaced ineffective reactive measures with a fully monitored, virtual perimeter and real-time response capability. 

Key actions included: 

  • Enhanced Surveillance Coverage: ECAM added multiple fixed cameras and Mobile Surveillance Units (MSUs) to expand visibility and eliminate blind spots. 
  • Photoelectric Beam Technology: Installed to create a virtual security perimeter around the property. When the invisible beam was broken, operators were instantly alerted to a possible intrusion. 
  • Integrated 24/7 Monitoring: ECAM’s UL-Listed, TMA Five Diamond Certified Monitoring Center verified all alerts in real time, dispatching security or law enforcement when needed. 
  • Active Deterrence Features: Sirens, strobe lights, and two-way voice-down audio were used to warn and deter trespassers before thefts could occur. 

This layered approach created a continuously active security presence, eliminating predictable patrol patterns and preventing criminals from exploiting gaps in coverage. 

The ECAM Difference

Following deployment, ECAM’s integrated solution immediately improved security performance and led to a marked uptick in arrest of intruders, effectively stopping the pattern of copper theft at the site.

  • Rapid detection and verification of unauthorized access attempts 
  • Successful deterrence through real-time alarms and communication 
  • Enhanced safety through early incident alerts, protecting both property and grid stability 
  • Significant cost savings, replacing high-cost guard services with a proactive monitoring model that reduced the overall security budget by up to 70%
