The U.S. multifamily market is entering a new phase.

After several years of record-breaking development, developers, investors, and property owners are navigating a market defined by shifting construction activity, changing regional demand, and intensifying competition. While some high-growth markets are pulling back after years of aggressive building, others continue to see strong permitting activity, signaling where the next wave of apartment development is likely to occur.

According to a recent analysis highlighted by GlobeSt., permit activity is becoming increasingly concentrated in select metropolitan areas. While many markets are experiencing a sharp slowdown in new approvals, others continue to post double-digit permit growth, suggesting that competition for residents will remain especially intense in these regions. Rather than representing a nationwide boom, multifamily development is becoming far more strategic, with developers focusing investment where long-term fundamentals remain strongest.

At the same time, the broader development pipeline is beginning to normalize. Data from Apartments.com and CoStar shows multifamily construction starts fell to their lowest level in more than a decade during the first quarter of 2026. New starts declined approximately 73% from their 2022 peak, while units under construction dropped by more than 50%, reflecting the combined impact of higher financing costs, moderating rent growth, and rising development expenses.

Despite this slowdown, the multifamily sector remains fundamentally resilient. CBRE notes that persistent barriers to homeownership, including elevated mortgage rates, high home prices, and an estimated shortage of 3.4 million single-family homes, continue to support long-term apartment demand.

For developers, this changing environment creates a new priority.

Success is no longer measured simply by completing projects on time. It depends on delivering communities that lease quickly, operate efficiently, and inspire confidence among residents from the day they move in.

Security plays a critical role in achieving each of those objectives.

Security Challenges Begin Long Before Residents Move In

When discussing apartment security, the conversation often begins after a property opens.

In reality, risk begins much earlier.

Construction sites have become increasingly attractive targets for criminals because they contain high-value materials, heavy equipment, copper wiring, appliances, and tools that are often left unattended overnight.

According to the National Equipment Register, construction equipment theft alone costs the industry between $300 million and $1 billion annually, while theft of building materials continues to rise alongside increases in commodity prices. Contractors also face indirect costs through project delays, replacement expenses, insurance claims, and labor disruptions.

For multifamily developers managing projects that can span 18 to 36 months, a single overnight theft can ripple across the construction schedule. Replacing stolen electrical equipment or copper wiring often requires new inspections, delayed subcontractor work, and revised timelines that ultimately affect delivery dates.

Live video monitoring provides a proactive layer of protection during these vulnerable stages.

Rather than relying solely on passive surveillance cameras that document incidents after they occur, AI-enabled analytics combined with trained monitoring professionals can identify suspicious activity in real time. Unauthorized vehicles entering the site after hours, individuals lingering near storage areas, or attempts to access trailers or equipment can all be assessed immediately.

When appropriate, monitoring operators can issue live audible warnings or notify law enforcement while providing responding officers with real-time information.

The objective is not simply to capture evidence after an incident has occurred. By the time investigators are reviewing surveillance footage, valuable materials may already be gone, project schedules may be disrupted, and costly delays may already be underway.

Proactive security solutions combine real-time monitoring, AI-driven analytics, and trained security professionals to identify suspicious activity as it develops, enabling immediate intervention when appropriate. As projects move closer to completion, the security challenges evolve.

Once buildings are enclosed and infrastructure is installed, valuable assets begin arriving in large quantities. HVAC systems, electrical panels, appliances, flooring, cabinetry, and fixtures are delivered before residents occupy the property.

These materials represent a significant financial investment, and they are frequently stored in vacant units awaiting installation.

At the same time, construction traffic increases.

General contractors, subcontractors, inspectors, suppliers, and utility crews all access the property daily. Distinguishing between authorized workers and unauthorized individuals becomes increasingly difficult.

The lease-up period is one of the busiest and most dynamic phases in a property’s lifecycle. Prospective residents tour model units throughout the day. Moving trucks arrive and depart. Contractors complete punch-list items and warranty work. Vendors furnish amenity spaces, install technology, and make final deliveries, while maintenance teams work to prepare vacant units for occupancy. At the same time, the first residents begin settling into what is still an active work environment.

This constant flow of people creates a level of activity that can make it difficult to distinguish between legitimate visitors and individuals who may be exploiting the increased traffic to gain unauthorized access.

During this transition, many communities remain only partially occupied. Vacant apartments contain newly installed appliances, fixtures, and building materials that represent thousands of dollars in value. Amenity spaces may not yet be fully operational or staffed, and contractors may continue moving freely throughout the property. Every open unit, unsecured storage area, and active work zone presents another opportunity for theft, vandalism, trespassing, or unauthorized entry.

These risks extend beyond protecting physical assets. They also shape the experience of a community’s earliest residents.

First impressions matter. Residents evaluating whether to renew a lease, recommend the property to friends, or leave positive online reviews begin forming opinions about a community long before it reaches stabilized occupancy. A property that appears well managed, actively monitored, and responsive to security concerns sends a powerful message that resident safety is a priority.

Research from the National Multifamily Housing Council consistently identifies safety as one of the most important factors influencing where people choose to live and whether they remain satisfied with their community. In an increasingly competitive leasing environment, a strong security program is no longer simply an operational consideration. It has become a differentiator that can influence occupancy, resident retention, and long-term property performance.

This is where proactive security delivers value beyond crime prevention. Live video monitoring provides continuous oversight during the lease-up period, helping property teams identify suspicious activity, verify unauthorized access, and respond to incidents in real time while construction activities and resident move-ins occur simultaneously. One Security Strategy Across the Property Lifecycle

One of the most significant shifts in multifamily development is the growing recognition that security should not be treated as a series of disconnected phases that begin and end with each stage of a project. Traditionally, construction security, lease-up security, and ongoing property security have often been managed as separate initiatives, with different priorities, budgets, and technologies supporting each phase. As a result, security strategies frequently change just as new risks begin to emerge.

Developers are now taking a more comprehensive approach.

Rather than viewing security as a temporary requirement during construction or an operational concern after residents move in, leading developers are implementing continuous security strategies that adapt alongside the property throughout its entire lifecycle. This approach recognizes that while the nature of security risks changes over time, the need for proactive protection remains constant.
