Cal/OSHA Lead Standard Effective 1/1/25

California has always been at the forefront of workplace safety regulations. The latest update to the Cal/ OSHA Lead Standard is no exception. Effective January 1, 2025, this new standard aims to significantly reduce lead exposure in the workplace to help ensure better protection for employees. Understanding the CAL OSHA Lead Standard

Every year, thousands of Californians are exposed to lead poisoning in the workplace, especially in battery manufacturing and recycling facilities. Cal/OSHA again proposed updates which were approved in February of 2024. The updated standards, effective January 1, 2025, introduce more stringent requirements for monitoring and mitigating lead exposure in the workplace. The key provisions of this version include:

  1. Lower Permissible Exposure Limits (PELs): The new standard lowers the permissible exposure limits for lead and requires employers to implement stricter controls to minimize lead exposure. This includes engineering controls, work practices, and personal protective equipment (PPE).
  2. Enhanced Medical Surveillance: Employers must provide medical monitoring for employees exposed to lead at or above the action level. This includes regular blood lead level testing and medical exams to detect any potential signs of lead exposure.
  3. Comprehensive Training: Annual, detailed training for employees on the hazards of lead exposure, safe work practices, and proper use of PPE is required. Training must be conducted whenever there are changes in job assignments or work processes.
  4. Recordkeeping and Reporting: Thorough recordkeeping of exposure assessments, medical surveillance, and training activities is mandated. Employers must also report any cases of elevated blood lead levels to Cal/OSHA.

Nationwide Implications of California’s Lead Standard

California’s regulatory decisions often serve as a model for other states and can influence federal regulations. The adoption of the updated Cal/OSHA Lead Standard may spark similar changes across the country, as well as on a national level.
